B2G electronic invoicing is the new standard in Belgium

Following the publication of the Royal Decree of March 9, 2022, companies will be required to issue electronic invoices in the context of public contracts and concession contracts.

The aim of this electronic invoicing is to fight against tax evasion by bringing all invoices to public authorities in a transparent manner. All relevant invoices must be issued and sent via PEPPOL, a European platform for exchanging data with public authorities.

This mandatory electronic invoicing will be introduced gradually depending on the estimated value of public contracts:

  • firstly, mandatory electronic invoicing will be introduced for public contracts announced from 1 November 2022 whose estimated value is equal to or above the European threshold;
  • then the obligation for public contracts announced from 1 May 2023 whose estimated value is equal to or greater than 30,000 euros (excluding VAT);
  • finally, on November 1, 2023, all other public contracts will follow, with the exception of contracts below the threshold of 3,000 euros (excluding VAT) which are in principle exempt.
