The EU ‘Horizontal Excise Directive 2020’ deals with regulations for all excise goods and also ensures that the registration of excise movements within Europe is automated. The renewal and expansion of the Dutch part of the already existing Excise Movement and Control System (EMCS) will not be completed by the agreed deadline of 13 February 2023.
