The Main Department of the State Tax Service in Vinnytsia Oblast says that a VAT payer draws up tax invoices “for a non-VAT payer” on transactions for the supply of goods / services to buyers – single tax payers at a rate of 2%, as VAT registration of such buyers will be suspended.
