The Russian parliament is considering draft Bill No. 74851-8, which provides for the introduction of a VAT exemption on the sale and transfer of exclusive rights for certain intellectual property. The VAT exemption would cover inventions, utility models, industrial designs, computer programs, databases, integrated circuit topographies, and trade secrets (know-how), as well as rights to use the results of such intellectual property under a franchise agreement. This would be in addition to the current exemption for the transfer of rights to use such rights under a license agreement and the provision of exclusive rights to software and databases, subject to certain conditions.
