Council Regulation (EU) 2022/328 of 25 February 2022: restrictive measures in view of Russia’s actions destabilising the situation in Ukraine

In Light of the recent developments in Russia-Ukraine, the EU has adopted far-reaching supply and export bans on persons, entities and bodies in Russia, as well as on goods for use in Russia (see Regulation (EU) 2022/328). These supply and export bans relate in particular to the following areas:

  • The most important export ban in practice concerns dual-use goods and technologies according to Annex I of the Dual-Use Regulation (EU) 2021/821. This export ban covers goods and technologies that can be used for both civilian and military purposes due to their technical specifications. It should be noted here that the Dual-Use Regulation generally has a very broad scope of application and contains an extensive list of affected goods and technologies.
  • In addition to the ban on exports of dual-use goods, the ban on exports of certain goods and technologies that could contribute to the military and technological strengthening of Russia or to the development of the defense and security sector (even if they are not dual-use goods) is also relevant in practice. This includes goods and technologies in the categories of general electronics, computers and electronic assemblies, telecommunications and information security, sensors and lasers, navigation and avionics, marine and naval technology, and aerospace and propulsion.
