Yevhen Oleynikov: It has become much more difficult for fraudsters to implement VAT abuse schemes

The level of VAT revenues to the budget indicates that the schemes of fraud with this tax have become much more difficult to implement and, accordingly, a large number of taxpayers have abandoned them. This was stated in an interview with “Economic Truth” Acting Chairman of the State Traffic Police Yevhen Oleynikov.

According to him, the indications of value added tax revenues, which were included in the budget, were not achieved during 2017-2019. In 2020, the indicator was initially set at 96.8 billion hryvnias. Then through COVID it was reduced to 75.4 billion hryvnias, but later increased to 77.6 billion hryvnias. In general, in 2020, with an initial target of UAH 96.8 billion and a final one of UAH 77.6 billion, VAT revenues amounted to UAH 117.7 billion.

In 2021, the indicator of VAT revenues to the budget was initially set at UAH 136 billion, and with the latest changes to the budget it was increased to UAH 142 billion. According to the results of 10 months, taking into account October, 127 billion hryvnias will come from them. That is, by the end of the year there are 15 billion.

Another indicator of the effectiveness of VAT administration is the ratio of revenues and final consumption.

“VAT is a tax on final consumption. Accordingly, these figures need to be adjusted. And they are really adjusted. What do we see? The 2020 figure was one of the best in the last 10 years. The 2021 figure is the best in 10 years. The worst was in 2013, during the operation of the so-called “Klimenko sites”, – said Eugene Oleynikov.

According to him, every month the State Tax Service suspends the registration of tax invoices for 10-16 thousand taxpayers out of more than 200 thousand taxpayers who declare VAT and conduct transactions.

Approximately 55-60% of suspended tax invoices are registered based on the results of consideration of documents submitted to the State Tax Service. That is, the State Tax Service receives confirmation from the payer that the transaction actually took place and meets the requirements of the law. The rest of the suspended invoices in the traffic police really have questions.

“On average, in the state of suspension, when it is not even appealed, there is from 1.5 to a maximum of 2 billion hryvnias of VAT – this is something that even taxpayers do not appeal, but this is what they tried to implement. Last year there were more, “Yevhen Oleynikov stressed.
