100th meeting of the Standing Committee on Administrative Cooperation (SCAC)

On April 21, 2021, the 100th meeting of the Standing Committee on Administrative Cooperation (SCAC) took place.

The first meeting of SCAC took place on 20 and 21 January 1992 to prepare the VAT arrangements for cross-border transactions that entered into force along the Internal Market in 1993. After almost 30 years of cooperation, it is the right time to look back and reflect on the achievements of the European Union in this domain.

Besides being essential for the smooth functioning of the Internal Market, VAT administrative cooperation covers amongst other things the following:

  • Eurofisc: a network of anti-VAT fraud experts from tax administrations;
  • Electronic systems such as:
    • VAT Information Exchange System that contains information on cross-border VAT transactions and VAT registrations. It is consulted 5 million times on a daily basis to check the validity of VAT numbers.
    • One Stop Shop is an important simplification for traders supplying electronic services to non-taxable persons or doing e-Commerce as from July 2021. EUR 15 billion were reported through this tool in the last five years.
    • CESOP will collect information on on-line payment to fight VAT fraud in e-commerce as from 2024.
