Supreme Decree on Economic Reactivation in Light of COVID-19

  • Taxpayers of the supplementary VAT (RC-IVA) regime are allowed an additional deduction equal to 20% of the VAT included in purchase invoices for products made in Bolivia from the date the Decree was published until 31 December 2020;
  • Corporate income tax and VAT taxpayers are exceptionally allowed to deduct expenses and input VAT credits on purchases of food, biosafety supplies, medicines, private health services, and domestic transportation made on behalf of their employees, without statutory deduction limits (8.33% of the total payroll amount) from the first of the month following the Decree’s publication until 31 December 2020;
  • Taxpayers other than those classified as Large and Main taxpayers are allowed to file their VAT and transactions tax returns for July and August 2020 by the deadline corresponding to the Month of September, and file returns for October and November 2020 by the deadline corresponding to the month of December (i.e., essentially provides quarterly filing for the third and fourth quarters instead of monthly);
  • Employers are allowed to exceptionally recognize employer social security contributions as payments on account of VAT until 31 December 2021, with such recognition limited to 50% of contributions paid for wages or salary that individually do not exceed four national minimum wages;
