Research and analysis Electronic invoicing: SME usage and attitudes

  • HM Revenue & Customs (HMRC) commissioned two stages of research in 2025—quantitative (February-March) and qualitative (May-June)—to understand UK small and medium-sized enterprises’ (SMEs) use, awareness, and perceptions of electronic invoicing.
  • The quantitative stage involved a survey of 800 businesses to assess e-invoicing prevalence, while the qualitative stage comprised 45 in-depth interviews exploring attitudes among both users and non-users of e-invoicing.
  • HMRC is utilizing the findings from this research to inform the development of its e-invoicing policy, communication campaigns, and guidance, specifically addressing the needs and concerns of UK SMEs.
