- Abolishment of Exemption: The Council of the EU has approved new customs rules that eliminate the exemption from customs duties for parcels valued at less than €150, meaning all goods entering the EU will be subject to customs tariffs once the EU Customs Data Hub is operational.
- Provisional Customs Duty: Until the data hub is operational in 2028, a provisional flat-rate customs duty of €3 will apply to parcels under €150 sent directly to consumers in the EU. Starting from 1 July 2026, this duty will be assessed based on the separate tariff categories for items within a package.
- Implementation Timeline: From 1 July 2026 to 1 July 2028, the provisional duty will be applied to each category of items in small parcels. This interim duty may be extended if necessary, and once the customs data hub is live, it will be replaced by standard customs tariffs.
