Zimbabwe’s 2026 Tax Measures Include Increase VAT Rate, Digital Services Tax, and Others

  • The VAT rate in Zimbabwe has been increased from 15% to 15.5%, and there is now a requirement for VAT on imported services to be declared and paid in the currency of trade, shifting the responsibility to the recipient of the service.
  • A new 15% Digital Services Withholding Tax has been introduced in lieu of VAT on imported services, applicable to payments for offshore digital services, with withholding managed by paying agents.
  • The procurement requirements for goods have been revised, exempting operators dealing exclusively in VAT-exempt supplies from needing to prove VAT registration, while maintaining a 5% withholding tax for non-compliance.
