Government Delays Rollout of Electronic Invoicing System

  • Revised Effective Date: Electronic invoicing, initially set to commence on September 22, 2025, will now begin on October 1, 2025, due to technical implementation challenges.
  • Transitional Phase: From October 1 to December 31, 2025, a transitional period will allow obligated taxpayers to issue both electronic and traditional invoices without penalties for non-compliance, while the General Tax Administration (AGT) validates and certifies the required invoicing software.
  • Mandatory Compliance Starting 2026: As of January 1, 2026, the issuance of electronic invoices will become mandatory for all large taxpayers and those invoicing state bodies, with non-electronic invoices no longer accepted. Stakeholders are encouraged to prepare during the transition period.
