France Opens E-Invoicing Directory for Upcoming B2B Electronic Billing Mandate

  • France has launched an electronic invoicing directory to help taxpayers prepare for upcoming B2B e-invoicing requirementsThe directory was opened on September 18, 2025 by the French tax authority and provides a central resource for compliance preparation
  • The online service lists all companies and public entities subject to electronic invoicing along with their approved platform providers and billing addresses
  • Users can verify if companies fall under the mandate, identify which platforms they use, and access electronic billing addresses for invoice transmission
  • Nearly 80 approved platforms are connected with over 120,000 companies already registered, demonstrating early adoption and preparation efforts

Germany Introduces Language Flexibilities for E-Invoicing

  • Language Flexibility in E-Invoicing: Starting 2025, German B2B e-invoices may be issued in any EU official language. This simplifies cross-border trade, reduces administrative burdens, and ensures compliance with mandatory VAT information under the UStG.
  • Audit and Compliance Requirements: Companies must maintain processes to provide German translations during audits if requested. Structured e-invoices must include all statutory fields, and standardized EU terminology is recommended to ensure clarity and smooth verification by tax authorities.
  • Phased E-Invoicing Rollout: From 2025–2028, Germany will gradually mandate structured e-invoicing for all B2B transactions. Multilingual flexibility supports international operations, reduces translation costs, and allows businesses to integrate invoicing workflows efficiently across countries.

Taiwan becomes the most recent Peppol Authority

  • On September 22, 2025, Taiwan’s Ministry of Digital Affairs was announced as a Peppol Authority, adopting Peppol’s international standards to enhance digital transactions for local companies.
  • The Ministry will create localized Peppol specifications to meet domestic needs while ensuring compliance with necessary security requirements, facilitating easier adoption by Taiwanese enterprises.
  • This initiative aims to streamline cross-border digital transactions for Taiwanese businesses with other Peppol network countries, such as Australia, Singapore, Japan, New Zealand, and Malaysia, while reducing costs associated with traditional paper-based processes.
