EU Reaches Agreement on 2028 Customs Reform

  • Council agreement & next steps: On 27 June 2025, the Council of the EU adopted a compromise text on 2028 Customs Reforms. The proposal now moves to Parliament for July 2025 review, with final adoption expected Autumn 2025.

  • Key customs reforms: Reforms include creating a single EU Customs Authority (2028), establishing an EU Customs Data Hub (2037), simplifying duty categories, abolishing traditional declarations, and introducing “Trusted Trader” status for fast-track clearance, enhancing compliance and efficiency.

  • E-commerce & VAT changes: From March 2028, online platforms become deemed importers, handling customs, VAT, and duties at checkout. The €150 import threshold is abolished, IOSS expanded, and incentives added to encourage non-EU platforms to comply.

  • Benefits & risks addressed: The reforms aim to curb fraud from undervalued low-cost imports, protect EU consumers, streamline supply chains, and secure €1 billion in extra customs revenues annually, while enhancing safety, environmental, and ethical compliance across the Customs Union.
