- Completion of Negotiations: On 13 July 2025, the EU and Indonesia concluded over ten years of negotiations on a Comprehensive Economic Partnership Agreement (CEPA), set to be signed in September 2025. The agreement addresses sustainability goals and incorporates EU demands for environmental and social standards, which will benefit EU taxable persons from an ESG perspective.
- Preferential Measures and Origin Rules: The CEPA establishes preferential trade conditions between the EU and Indonesia, allowing for simplified proof of preferential origin for goods. Instead of requiring traditional movement certificates, the agreement permits importers to demonstrate certainty of preferential origin through various documents, streamlining the verification process.
- Opportunities for EU Taxable Persons: EU exporters must meet preferential origin conditions to benefit from the agreement. Obtaining “approved exporter” status allows them to issue declarations of origin on commercial invoices, providing greater legal certainty and simplifying the proof of preferential origin for goods, despite the initial effort required for authorization.
