Croatia Expands E-Invoicing to B2B Transactions, Mandate Effective January 2026 for VAT Entities

  • Croatia is expanding electronic invoicing from the public sector to the broader business community.
  • Since July 1, 2019, suppliers to public authorities must use the national e-invoicing platform.
  • The platform is managed by FINA and integrated with the Peppol network for secure transactions.
  • The government plans to extend e-invoicing to B2B transactions starting with a testing phase on September 1, 2025.
  • The full mandate for B2B e-invoicing begins on January 1, 2026, for VAT-registered companies established in Croatia.
  • From January 1, 2027, the requirement will include non-VAT registered businesses.
  • The Directorate-General for Tax Administration oversees the initiative with a centralised e-invoicing system.
  • The system will validate invoices in real time and integrate with the Fiscalization 2.0 programme.
  • The initiative aims to reduce VAT fraud and streamline administrative processes.
  • Businesses need to invest in compliant systems to meet new requirements.
  • Croatia’s approach aligns with similar initiatives in other EU countries.
