Norway Plans Mandatory Digital Bookkeeping and E-Invoicing for Businesses by 2030: Public Consultation Open

  • Public Consultation Launch: On July 1, 2025, Norway’s Ministry of Finance initiated a public consultation on proposed mandatory digital bookkeeping and e-invoicing for all businesses by 2030, aimed at modernizing financial recordkeeping and enhancing efficiency.
  • Phased Implementation Timeline: The proposal suggests that from January 1, 2028, all businesses must send e-invoices, and by January 1, 2030, they must maintain digital records and be capable of receiving e-invoices, with certain exemptions for specific sectors and low-turnover sole proprietorships.
  • Anticipated Benefits: The reform is expected to simplify reporting, improve workflows, enhance security against fraud, and support future digital innovations, with an estimated net societal benefit of NOK 9.7 billion over 20 years. Stakeholders can provide feedback until October 31, 2025.
