Malaysia Releases Updated Peppol Specifications to Support E-Invoicing Rollout

  • Advancement in E-Invoicing Mandate: Malaysia has released updated Peppol PINT specifications, specifically version 1.2.0, on June 3, 2025, marking a significant step in the implementation of its national e-invoicing mandate as per the requirements of the Inland Revenue Board of Malaysia (IRBM).
  • Key Updates in Specifications: The new version includes two updated specifications: the PINT BIS Malaysia Billing Process 1.2.0, which supports standard billing processes, and the PINT BIS Malaysia Self-Billing Process 1.2.0, designed for self-billing scenarios. Both specifications adhere to the PINT methodology and maintain a consistent data model.
  • Goals of the Updates: These updates replace the previous version 1.1.0 from November 2024 and aim to enhance invoicing workflows, support tax compliance, and ensure interoperability between various e-invoicing platforms in Malaysia.

Malaysia Mid-2025 Update on MyInvois E-Invoicing System

  • Rollout Delay for Smaller Businesses: Malaysia postponed the MyInvois e-invoicing mandate for businesses with RM1–5 million turnover to January 2026, with each rollout phase including a six-month soft launch before penalties are enforced.
  • Updated Implementation Timeline: Mandatory adoption starts from August 2024 for businesses over RM100 million turnover, gradually extending to smaller firms through July 2026. Entities below RM500,000 annual turnover remain exempt for now.
  • Technical and Regulatory Updates: Malaysia adopted PINT 1.2.0 with self-billing support under its localized PINT-MY standard. MyInvois 2.1 guidelines and SDK 1.0 update APIs, FX processes, and invoice validation rules for improved digital compliance.
  • Peppol Integration and B2C Handling: The Ministry of Communications and Digital now leads as Malaysia’s Peppol Authority. B2C transactions may use standard receipts, with consolidated e-invoice requirements and detailed regulatory guidance to be issued later.
