Philippines Provides VAT Exemption for Medicines Treating Major Illnesses

  • The Philippines expanded VAT exemptions on medicines for cancer, diabetes, dialysis, hypertension, high cholesterol, and mental illnesses to improve healthcare affordability and accessibility nationwide starting June 2025.

  • Finance Secretary Ralph Recto directed swift BIR implementation, building on laws he helped enact that reduce out-of-pocket costs and support universal healthcare under President Marcos Jr.’s directive.

  • Newly exempted medicines include cancer drug Tegafur combo, diabetes drug Metformin Hydrochloride+Teneligliptin, cholesterol and hypertension medications, and mental illness treatment Lamotrigine, easing financial burdens for Filipino patients.
