The Implementing Regulation on the authorisation of CBAM declarants was adopted on 17 March 2025. This will allow importers and indirect customs representatives to apply for the status of authorised CBAM declarant to be able to import CBAM goods from 1 January 2026. The Commission also launched the Authorisation Management Module (AMM) on 31 March 2025 in the CBAM Registry, which is the module to be used by the importers and indirect customs representatives for the application process and the management of the authorisations by the competent authorities.
