- Nationwide Implementation of E-Fapiao: Effective December 1, 2024, China will implement fully electronic invoices (e-fapiao) nationally, following successful pilot programs. This transition aims to enhance administrative efficiency and support digital transformation in tax processes.
- Unified E-Invoicing Platform: The State Taxation Administration (STA) has established the Leqi Platform to facilitate the issuance and management of e-fapiao, enabling businesses to connect with tax authorities via APIs for automated information exchange.
- Types of E-Fapiao: The e-fapiao system includes general and special e-fapiao categories. General e-fapiao does not allow VAT deductions, while special e-fapiao permits VAT deductions for business-to-business transactions.
- Progressive Digitization Phases: The transition to fully digitalized invoices has occurred in phases, with various regions piloting e-fapiao since 2020. The latest phase will fully integrate the system across China, improving compliance and tracking of invoice data.
