- Mandatory Additional Qualifiers: The CBIC issued Circular No. 21/2024-Customs on October 30, 2024, mandating additional qualifiers in import/export declarations for synthetic or reconstructed diamonds starting December 1, 2024, to enhance assessment efficiency and facilitation.
- Improved Information Requirement: This decision follows Circular No. 55/2020-Customs, which advised importers to voluntarily provide detailed descriptions and qualifiers for imported goods. The new requirement addresses inadequacies in the current information provided for synthetic/reconstructed diamonds, specifically the production methods, to improve policy-making and technical assessments.
- Implementation and Compliance: Under the Bill of Entry and Shipping Bill regulations, the additional qualifiers must be declared at the time of filing import/export declarations from December 1, 2024. Public notices will be issued to guide trade, and any difficulties or doubts in implementing this circular should be reported to the Board.
