Starting July 1, 2024, Vermont’s new law repeals the sales and use tax exemption on prewritten computer software accessed remotely, such as “cloud software,” making items like software as a service (SaaS) subject to Vermont’s 6% sales and use tax. The new law specifies that taxable tangible personal property includes prewritten computer software, regardless of the method of payment, delivery, or access.
