On 9 August 2023, the Philippines Bureau of Internal Revenue (BIR) issued Revenue Memorandum Circular (RMC) No. 80-2023, clarifying the provisions of Revenue Regulations (RR) No. 3-2023 which removed the requirement for local suppliers of goods and services to registered export enterprises (REEs) and other entities to apply to the BIR for approval of VAT zero-rating as from 28 April 2023.
