The Philippine tax authority ( Bureau of Internal Revenue/BIR) has prepared a bill as a legal basis for granting VAT refund facilities to foreign tourists starting in 2024.
Head of Legal and Legislative Section BIR Attorney Brianna Kay De Los Santos said a special law was needed to regulate the granting of VAT refund facilities. Like other countries, the government needs to regulate the terms and conditions for providing VAT refund facilities.
