As explained in the letter to parliament “Plan of approach to food pricing measures” of 5 July 2022 , the cabinet wants to carefully investigate a zero VAT rate on fruit and vegetables. For a workable implementation that minimizes doubts and disputes, it is necessary for the tax authorities, but certainly also for entrepreneurs, that it is as clear as possible where the limit for applying a VAT zero rate to fruit and vegetables is.
