The rules are challenging to navigate, often create absurd results and ultimately result in significant compliance costs for little benefit to either taxpayers or the government. In 2020, Inland Revenue released a paper on GST issues more broadly and now it has released a discussion document that goes into more detail on the change-of-use rules.
