The State Secretary appealed, but the Supreme Court ruled against him. If in the inspection report the inspector announced two fines that were based on different tax fines provisions that contained different behaviors, and the assessment notice subsequently stated only one fine, one fine amount and one violated rule, then according to the Supreme Court this note should be considered both announced fining decisions.
