Statement by President von der Leyen on the 20th package of sanctions against Russia

  • Continued Conflict and Russian Aggression: As Russia’s war against Ukraine approaches 1,500 days, Russian forces have made minimal territorial gains while inflicting heavy casualties. Despite Ukraine’s resilient defense, Russia is intensifying war crimes, targeting civilian infrastructure and energy facilities, leaving many communities without power during winter.
  • New Sanctions Package: In response to Russia’s actions, the European Commission is implementing its 20th sanctions package, which includes a full maritime services ban on Russian crude oil, new restrictions on Russia’s banking system, and export bans on various goods and technologies. This aims to further cripple Russia’s economy and reduce its ability to fund military operations.
  • Support for Ukraine: The EU is reinforcing its commitment to Ukraine by sending generators for heating and light, providing a €90 billion loan for defense, and collaborating with the U.S. on a peace plan and post-war recovery framework, emphasizing that Ukraine’s security and prosperity are central to EU interests.
