- Introduction of VAT Offset Method: Kazakhstan has issued Government Decree No. 1199, effective 31 December 2025, to implement a VAT offset method for imported goods, aimed at enhancing cash flow for importers by allowing simultaneous recording of input and output VAT.
- Zero Net Cash Payment: This method enables importers to avoid upfront VAT payments at the standard rate for imported goods, facilitating easier release of these goods into the market, provided certain conditions are met, such as the goods being used for taxable activities.
- Eligibility Criteria: The approved list includes over 300 items deemed strategically important for economic modernization and large-scale investment projects, particularly those that are not produced or are insufficiently available in Kazakhstan.
