Finland to Discontinue Intrastat Reports for Arrivals Starting January 2026

Summary

Finland will stop requiring Intrastat reports for Arrivals as of January 2026, following Estonia’s lead as the first EU Member State to implement this change. This reform will result in over 50,000 fewer returns filed annually by approximately 4,400 companies, significantly alleviating the administrative burden on businesses. The move aims to streamline reporting processes and enhance operational efficiency within the Finnish trade sector.

Details

  • In a bid to alleviate the reporting burden associated with Intrastat, significant changes are set to take effect starting with the statistical reference year 2026. Originally proposed by the European Commission in 2012, these reforms aim to streamline data collection for intra-EU trade by focusing solely on EU exports and utilizing microdata from other Member States for imports. The obligation for companies in Finland to report Intrastat for intra-EU acquisitions will cease, with the last declarations required for December 2025, leading to an estimated 70% reduction in the administrative burden for Finnish businesses.
  • From 2026, the intra-EU acquisitions will rely on intra-EU supplies data collected by other EU countries, using specific adjustments to ensure accuracy, particularly for commodities like natural gas and electricity. Changes will also affect the classification of intra-EU acquisitions and transportation modes, with a shift in how regional statistics are compiled.
  • The reforms have been developed in collaboration with Statistics Finland and are part of a broader EU initiative to minimize the reporting load by a third compared to 2020. These developments highlight the ongoing effort to improve the efficiency and quality of statistical data while reducing the compliance costs for companies involved in trade within the EU.
