- On November 12, 2025, the Polish Ministry of Finance published a draft act updating the rules for QR codes on invoices issued in offline modes, specifically for invoices sent outside of the Krajowy System e-Faktur (KSeF).
- The new regulations specify that invoices sent to foreign buyers or in B2C transactions must include two QR codes (Offline and Certificate), while invoices sent to domestic buyers with NIP numbers are no longer required to have QR codes, as they must be processed through KSeF for legal validity.
- The draft also stipulates that in cases of unplanned KSeF failures, invoices can still be issued outside of KSeF with both QR codes, and it removes the size limit for invoices with structured attachments, indicating that technical requirements will be detailed in interface specifications.
