France’s E-Invoicing Countdown Begins: PPF Test Phase Goes Live

France’s digital tax transformation just hit a major milestone. On October 14, 2025, the Agence pour l’Informatique Financière de l’État (AIFE) launched the test environment for the Portail Public de Facturation (PPF), enabling certified platforms—Plateformes Agréées (PA)—to begin interoperability testing for both e-invoicing (flux 1) and e-reporting.

This phase is essential for lifting operational reservations and ensuring platforms are ready for full-scale data exchange with the PPF’s central data hub.

What’s Happening Now?

  • Over 80 platforms are already connected to the PPF directory.
  • Certified platforms must test interoperability with the PPF and with each other.
  • Reports must be submitted by January 14, 2026.
  • The registration service will have two months to validate or revoke platform registration numbers.

This phase is a prerequisite for platforms to be fully operational under France’s mandatory e-invoicing regime, which begins September 2026 for large businesses, followed by smaller entities in September 2027.

Why It Matters

This isn’t just a technical test—it’s a foundational step toward building a secure, interoperable ecosystem for digital invoicing across France. It ensures that businesses, platforms, and public authorities can exchange data seamlessly and in compliance with the EN16931 standard and VIDA framework.
