Portugal Delays Mandatory Electronic Signatures for PDF Invoices Until 2027

Portugal has delayed the mandatory use of Qualified Electronic Signatures (QES) for PDF invoices from January 1, 2026, to January 1, 2027. This one-year postponement, announced in the proposed 2026 State Budget, allows businesses more time to adapt their systems. Until the end of 2026, businesses can continue to issue valid PDF invoices without a QES, but starting in 2027, all electronic invoices must include a QES from certified third-party providers. The government has also postponed the SAF-T Accounting submission requirement from 2026 to 2027 to align with the new QES timeline.
