- Approval of Simplifications to CBAM: On September 10, 2025, the European Parliament approved simplifications to the Carbon Border Adjustment Mechanism (CBAM), which now requires endorsement by the Council of the European Union. The changes are part of the “Omnibus I” simplification package aimed at reducing administrative burdens for small and medium-sized enterprises (SMEs) and occasional importers.
- New Threshold and Coverage: The amendments introduce a new de minimis mass threshold, exempting imports of up to 50 tonnes per importer per year from CBAM rules, benefiting 90% of importers. Despite these exemptions, the mechanism will still cover 99% of CO2 emissions from imports of key industries such as iron, steel, aluminum, and cement, ensuring that climate ambitions are maintained.
- Simplified Import Procedures: The approved changes also simplify various procedures for imports still covered by CBAM, including the authorization process, emissions calculation, verification rules, and financial liability for CBAM declarants. The rapporteur emphasized that these adjustments aim to enhance competitiveness while upholding the EU’s environmental goals and commitment to climate neutrality by 2050.
