Romania Launches National Import System to Streamline Customs Procedures Starting August 2025

    The Romanian Customs Authority has launched the National Import System (SNI) on August 1, 2025, to digitalize and streamline customs procedures for imports. Regulated by AVR Order no. 2,478/2025, the system replaces previous methods, offering a faster, transparent, and secure process. Importers must electronically file the Import Customs Declaration (DVI) with a Local Reference Number and a qualified electronic signature. The system generates a Master Reference Number after initial verification, and customs may conduct checks based on risk analysis. Customs clearance is granted post-payment confirmation. The system also supports simplified procedures and has an emergency fallback for system unavailability. AVR Order no. 2,495/2025 addresses tariff quotas, allowing electronic applications for reduced or zero customs duties.
