- Introduction of 19% VAT on Certain Goods and Services: Several goods and services that were previously excluded or zero-rated will now be subject to a 19% VAT, including memberships, online gambling, tourism services, cloud computing, hosting services, and sales of immovable property, along with hybrid cars, diesel fuel, and gasoline.
- Changes to Courier Shipments: The VAT exemption for courier and urgent shipments valued at US$200 or less will be removed for items coming from countries with a Free Trade Agreement (FTA) with Colombia, meaning these shipments will now incur VAT.
- Increased National Consumption Tax Rates: National consumption tax rates will rise from 16% to 19% for certain high-value vehicles (e.g., SUVs and pick-up trucks over US$30,000), as well as for airplanes, motorcycles, and yachts. Additionally, entertainment and cultural services exceeding approximately US$100 will also face a 19% consumption tax.
