Romania Updates VAT Law for Virtual and Physical Events

  • Overview of the Ordinance: The Romanian government has adopted an emergency ordinance amending Law No. 227/2015 concerning the Fiscal Code, which introduces significant changes to VAT regulations, including provisions for virtual events and services related to cultural and educational activities.
  • Key Provisions for Virtual Events: The ordinance specifies that the place of supply for services related to virtual events, such as cultural, artistic, and educational activities, is determined by where the recipient resides. This provision aims to clarify VAT treatment for businesses offering online services and events.
  • Implementation Timeline: The amendments will take effect on September 1, 2025, with the National Agency for Fiscal Administration required to issue relevant orders within 30 days of the ordinance’s enactment, ensuring compliance with EU VAT regulations and improving the clarity of VAT obligations for both physical and virtual transactions.
