Côte d’Ivoire’s 2025 E-Invoicing Reform: A Guide to FNE and RNE Implementation

  • Introduction of E-Invoicing System: Côte d’Ivoire is transitioning to a new e-invoicing system, requiring all invoices to be validated by the tax authority before reaching the buyer, with the Facture Normalisée Électronique (FNE) for invoices and the Reçu Normalisé Électronique (RNE) for retail receipts. This system will roll out nationwide by September 1, 2025.
  • Registration and Compliance Timeline: Registration for the FNE platform opened on February 24, 2025, with phased issuance obligations based on taxpayer categories, culminating in full compliance by September 1, 2025. Physical invoices are allowed until September 2, 2025, during the transition period.
  • Mandatory Requirements and Operational Guidelines: E-invoices must include specific mandatory markers, such as a certification QR code and electronic fiscal seal. Companies must choose their issuance channels (API, web portal, mobile app, or electronic payment terminals) and ensure compliance through proper data mapping, testing, and stakeholder training to avoid common pitfalls.
