Canada imposes additional surtaxes on certain steel and aluminum goods

  • New Surtax Implementation: As of August 1, 2025, Canada Border Services Agency updated Customs Notice 25-24 to introduce a 50% surtax on imports of certain steel products from non-free trade agreement (FTA) countries exceeding the tariff rate quota (TRQ) set at 100% of 2024 levels, effective immediately. An additional 25% tariff applies to specific steel and aluminum goods melted or poured in China.
  • Documentation Requirements: Importers must provide documentation to prove that steel and aluminum goods imported on or after July 31, 2025, are not subject to the additional 25% tariff. Stricter verification procedures will begin on September 22, 2025, requiring specific certificates to validate the country of melt or pour.
  • Impact on Supply Chains: Affected entities should assess their supply chains and import strategies to manage the implications of these new surtaxes, ensure compliance with documentation requirements, and prepare for potential cost increases associated with imported goods.
