E-Invoicing in Ukraine

  • Mandatory E-Invoicing Requirements: Since 2015, Ukraine has required businesses with annual revenues exceeding UAH 1 million to submit sales and services invoice data to the Unified Register of Tax Invoices (URTI), with penalties for non-compliance, while mandatory SAF-T reporting has been in place for large enterprises since January 2022 and small to medium-sized entities since January 2023.
  • Development of the e-TTN Project: The e-TTN (Electronic Consignment Note) project is being actively developed to facilitate electronic document interchange in road transport, with current experimental use allowing businesses to maintain one paper copy until full implementation, which is expected to eliminate the need for paper forms.
  • Implementation Timeline and Objectives: The Cabinet of Ministers adopted a resolution on May 30, 2024, to initiate a two-year experimental project for e-TTNs, aiming to integrate the system with state resources and improve legislation regarding road transport, following prior milestones in the development and testing of the e-TTN system.
