eInvoicing in Slovenia

  • B2G Mandate and Implementation: Since January 1, 2015, Slovenia has mandated electronic invoicing for Business-to-Government (B2G) transactions under the Provision of Payment Services to Budget Users Act. All public procurement contracts must use eInvoices processed through the Public Payments Administration (PPA), ensuring compliance with the European eInvoicing standard (EN 16931) and the national e-SLOG standard, which is currently at version 2.0.
  • No B2B or B2C Mandate: There are currently no legal requirements for Business-to-Business (B2B) or Business-to-Consumer (B2C) eInvoicing in Slovenia, making such invoicing optional. However, a draft bill proposes to introduce mandatory B2B eInvoicing starting January 1, 2027, which would require the use of approved formats.
  • Monitoring and Future Developments: The PPA eInvoicing system monitors the implementation of eInvoicing in Slovenia. The upcoming changes aim to streamline invoicing processes, with the expected mandatory exchange of e-invoices between businesses set to enhance efficiency and standardization by 2027.
