- Stamp Duty Relief for Employment Contracts: The Malaysian Ministry of Finance has granted stamp duty relief for employment contracts signed before January 1, 2025, with a grace period for stamping until December 31, 2025, for contracts signed in 2025. Businesses should review other agreements, as the IRBM is increasing scrutiny on stamp duty compliance.
- Limitations on Consolidated e-Invoices: Effective January 1, 2026, consolidated e-Invoices will not be allowed for transactions exceeding RM10,000, although they are permitted for higher-value transactions until December 31, 2025. Certain transactions, such as sales of vehicles and construction materials, require transaction-specific e-Invoices.
- e-Invoicing Exemptions and Implementation Timeline: The exemption threshold for micro and small businesses has increased from RM150,000 to RM500,000. The implementation timeline for e-Invoicing has been deferred by six months for businesses with annual revenues not exceeding RM5 million, with specific deadlines set based on revenue brackets. Businesses must issue Self-Billed e-Invoices for payments to individuals not registered as businesses, regardless of their income level.
