- Operational and Authentication Changes: The new framework mandates that third-party payers use KSeF IDs for bank payments and transitions to certificate-based authentication by the end of 2026. Additionally, structured attachments will be allowed with prior notification to the e-Tax Office.
- Provisions for Exemptions and Participation: The legislation includes extended exemptions for digitally excluded taxpayers, allowing for a per-invoice exemption until the end of 2026, and permits voluntary participation in KSeF for foreign buyers using EU VAT IDs in cross-border self-billing transactions.
