Germany Merges Federal e-Invoicing Systems

  • Mandatory E-Invoice Reception: Starting January 1, 2025, all VAT-registered businesses in Germany must be capable of receiving structured e-invoices for domestic B2B transactions, with an obligation to issue these invoices beginning January 1, 2027.
  • Merger of E-Invoicing Platforms: Germany will merge its two federal e-invoicing platforms, ZRE and OZG-RE, by the end of 2025, designating OZG-RE as the sole federal system for receiving supplier invoices. The transition will begin with select federal authorities migrating by June 20, 2025.
  • Simplification and Compliance Goals: The consolidation aims to reduce administrative complexity, enhance data transparency, and ensure compliance with EU standards, benefiting suppliers by streamlining the invoicing process.

  • Germany’s federal e-invoicing systems, ZRE and OZG-RE, are being merged into a single platform, with OZG-RE becoming the centralized portal for all federal invoice submissions to enhance efficiency and reduce complexity.
  • The previous dual-platform setup—ZRE for immediate federal administration and OZG-RE for indirect federal and five states—led to duplication of infrastructure, increased administrative costs, and confusion for suppliers.
  • The merger, initiated by the Federal Ministry of Finance and the Federal Ministry of the Interior, aims to resolve these inefficiencies and streamline digital invoicing across all federal agencies, correcting an outdated split.

  • Suppliers using interactive portals or agency-specific platforms must adjust for the transition, while those using the Peppol network will have their invoices automatically routed correctly through updated dynamic discovery endpoints.
  • The consolidation simplifies public sector e-invoicing processes, aligns systems with modern digital practices, and eliminates technical and budgetary redundancies that previously complicated federal invoicing.
  • The change improves user experience, reduces administrative burdens for federal entities and suppliers, and supports a more efficient, cost-effective e-invoicing infrastructure for Germany.
  • This long-overdue reform marks a significant shift toward a more logical, unified, and business-friendly federal e-invoicing framework, ensuring smoother operations and better compliance in public procurement.
