The mandate applies to VAT and non-VAT taxpayers and public entities. Real-time e-invoice submission to tax authorities must include supplier details, product codes, and verified digital signatures.

The Fiscalization Act takes effect on 1 September 2025; core e-invoicing begins 2026, with MIKROeRAČUN rollout in 2027. Non-compliance may lead to penalties for reporting or validation failures.
