Croatia will require VAT-registered businesses to issue e-invoices for domestic B2B transactions from 1 January 2026, following EU EN 16931-1:2017 standards and digital transmission rules.
-
The mandate applies to VAT and non-VAT taxpayers and public entities. Real-time e-invoice submission to tax authorities must include supplier details, product codes, and verified digital signatures.
-
The Fiscalization Act takes effect on 1 September 2025; core e-invoicing begins 2026, with MIKROeRAČUN rollout in 2027. Non-compliance may lead to penalties for reporting or validation failures.
