Russia Reduces Key Interest Rate to 20%, Impacting Controlled Debt Rules and Interest Penalties

  • Key Rate Reduction: The Russian Central Bank has lowered the key interest rate to 20% as of 6 June 2025, following an increase from 19% to 21% on 25 October 2024, reflecting ongoing adjustments in monetary policy.
  • Impact on Safe Harbor Rates: The new key rate is crucial for determining safe harbor rates for interest income and expenses on controlled debt, with ruble-denominated loans having standard safe harbor rates ranging from 10% to 150% of the key rate, effective from 1 January 2024.
  • Interest Penalty Adjustments: The adjusted key rate influences interest penalties for corporate taxpayers, set at 1/300 of the key rate for delays up to 30 days, escalating to 1/150 thereafter; however, from 1 January to 31 December 2025, penalties will revert to 1/300 of the key rate starting from the 91st day of delay.
