Modernization of Zimbabwe’s VAT system

  • ZIMRA VAT System Enhancements: Effective June 1, 2025, Zimbabwe’s Revenue Authority (ZIMRA) will implement significant upgrades to its VAT system through the Tax and Revenue Management System (TaRMS), introducing features such as automated data exchange with the Fiscalization Data Management System (FDMS) and automated management of credit and debit notes.
  • Mandatory Compliance Requirements: All VAT-registered operators, including those below the USD 25,000 registration threshold, must comply with new fiscalization regulations by submitting detailed buyer information (such as name, address, TIN, and VAT registration number) to the FDMS. This compliance must be achieved by May 31, 2025, in line with Public Notice 30 of 2025.
  • Flexible Submission Methods: Taxpayers will have the flexibility to adopt various methods for compliance, including mobile POS applications, electronic cash registers, or APIs for data submission. It is essential for taxpayers to upgrade their systems to meet the requirements of Public Notice 30 and ensure compatibility with ZIMRA’s infrastructure.
