Italy – Extended Producer Responsibility (EPR) for E-Commerce Suppliers

  • Introduction of Extended Producer Responsibility (EPR) in Italy: The Italian Government is advancing towards implementing an Extended Producer Responsibility (EPR) system for the textile industry, aiming to address the challenges posed by the rise of fast fashion and its associated textile waste. This initiative follows similar EPR frameworks established in Germany and France, targeting producers and distributors in the fashion sector.
  • Draft Ministerial Decree and Public Consultation: On April 3, 2025, the Ministry of Environment and Energy Security published a draft Ministerial Decree outlining the EPR framework for textile products, inviting public consultation until May 5, 2025. The decree aims to encompass all entities in the textile supply chain, including manufacturers and e-commerce businesses, mandating compliance with new waste management regulations.
  • Objectives and Compliance Implications: The EPR measures aim to enhance VAT reporting, raise awareness of waste management, and align with the EU’s circular economy framework. Producers and distributors must register with the National Register of Producers and adhere to the new requirements, which will impact e-commerce merchants and marketplace operators by increasing their responsibilities for tax reporting and waste management.
