The Russian Tax Service proposed changes to the procedure for exchanging electronic VAT invoices, replacing the current 2021 Order No. 14N.
The amendment introduces universal messages for document exchange via EDM operators, eliminating the need for separate receipt and clarification notices, and electronic signatures.
These universal messages will use a standardized format, including a classifier for sending reasons, allowing for customization and agreements between parties.
EDM operators must update their software to accommodate these changes by October 1, 2025, when the new system is scheduled to launch.
